{"id":203716,"date":"2020-05-21T13:06:29","date_gmt":"2020-05-21T17:06:29","guid":{"rendered":"https:\/\/www.livabl.com\/articles\/?p=203716"},"modified":"2020-05-21T13:06:29","modified_gmt":"2020-05-21T17:06:29","slug":"home-prices-could-fall-over-12-months","status":"publish","type":"post","link":"https:\/\/www.livabl.com\/articles\/archives\/home-prices-could-fall-over-12-months","title":{"rendered":"Home prices could fall up to 18% over next 12 months: CMHC"},"content":{"rendered":"<h4 id='pressboard-ad-sponsorship-tag' style='margin-bottom: 35px;'><\/h4><p><a href=\"https:\/\/www.livabl.com\/articles\/wp-content\/uploads\/2020\/03\/Peel-Region-new-condo-sales.jpg\" rel=\"lightbox[203716]\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-201631\" src=\"https:\/\/www.livabl.com\/articles\/wp-content\/uploads\/2020\/03\/Peel-Region-new-condo-sales.jpg\" alt=\"Peel Region new condo sales\" width=\"1024\" height=\"699\" \/><\/a><em>Photo: James Bombales<\/em><\/p>\n<p>The head of Canada\u2019s housing agency sounded the alarm in Ottawa earlier this week on looming threats to the country\u2019s housing market if the economy doesn\u2019t improve.<\/p>\n<p>Canada Mortgage and Housing Corporation (CMHC) President Evan Siddall <a href=\"https:\/\/nationalpost.com\/news\/covid-19-will-raise-household-debt-levels-and-drag-on-gdp-growth-cmhc-head-warns\" class=\"external\" target=\"_blank\">reportedly<\/a> made the comments to the House of Commons Finance Committee, warning committee members that average home prices at the national level could fall by 9 to 18 percent over the next 12 months.<\/p>\n\n<p>\u201cThe resulting combination of higher mortgage debt, declining housing prices and increased unemployment is cause for concern for Canada\u2019s longer term financial stability,\u201d Siddall said.<\/p>\n<p>This, <a href=\"https:\/\/www.bnnbloomberg.ca\/real-estate\/video\/cmhc-sees-home-prices-falling-as-much-as-18~1961793\" class=\"external\" target=\"_blank\">according<\/a> to Siddall, could put new homeowners in an especially precarious position since they have relatively little equity in their homes and are now facing potentially significant price declines.<\/p>\n<p>\u201cAs much as one fifth of all mortgages could be in arrears if our economy has not recovered sufficiently,\u201d he added.<\/p>\n<p>High household debt levels have long been a source of worry for policymakers observing Canada\u2019s financial system and broader economy. While Canadians\u2019 debt levels had been gradually easing since 2018 thanks to income growth paired with a rollback in borrowing, overall debt-to-disposable income was still considered a high figure by some economists prior to the pandemic.<\/p>\n<p>Last fall, the CMHC <a href=\"https:\/\/www.livabl.com\/articles\/2019\/10\/trade-conflict-household-debt-risks-canadian-housing-2020.html\">flagged<\/a> high household indebtedness as a key vulnerability to Canada\u2019s housing market in the year ahead. Similarly, RBC Senior Economist Robert Hogue said last September that household debt remains one of the top vulnerabilities to the country\u2019s economy.<\/p>\n<p>The unprecedented economic impacts of the pandemic are already expressed on a scale that was likely unimaginable to market experts only a few months ago, so it\u2019s not surprising that Siddall is gravely concerned about Canadian homeowners\u2019 resiliency in the face of these challenges.<\/p>\n<p>The aim, of course, is that the country\u2019s massive effort to contain the virus, support and re-open businesses, and restart the economy moves ahead on the hoped-for timeline. This may lead the country down a path that avoids the worst-case scenario Siddall was likely envisioning.<\/p>\n<p>While a consensus has emerged among market experts that April was rock bottom for home sales activity across the country, there\u2019s still plenty of uncertainty around the speed with which the market can claw its way back from that low point and how much damage to home prices will be done along the way.<\/p>\n<p>\u201cThe real question is how the market will evolve when lockdowns are lifted and activity can re-start with some semblance of normalcy.
