{"id":159652,"date":"2016-11-21T20:30:30","date_gmt":"2016-11-22T01:30:30","guid":{"rendered":"https:\/\/www.livabl.com\/articles\/?p=159652"},"modified":"2016-11-22T03:29:55","modified_gmt":"2016-11-22T08:29:55","slug":"canadas-low-down-payments-harming-first-time-buyers","status":"publish","type":"post","link":"https:\/\/www.livabl.com\/articles\/archives\/canadas-low-down-payments-harming-first-time-buyers","title":{"rendered":"Canada&#8217;s low down payments are harming \u2014 not helping \u2014\u00a0first-time buyers: CMHC"},"content":{"rendered":"<h4 id='pressboard-ad-sponsorship-tag' style='margin-bottom: 35px;'><\/h4><p><a href=\"https:\/\/www.livabl.com\/articles\/wp-content\/uploads\/2016\/11\/canada-down-payment.jpg\" rel=\"lightbox[159652]\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-159653\" src=\"https:\/\/www.livabl.com\/articles\/wp-content\/uploads\/2016\/11\/canada-down-payment-1024x768.jpg\" alt=\"canada down payment\" width=\"1024\" height=\"768\" \/><\/a><\/p>\n<p><em>Photo: <a href=\"https:\/\/www.flickr.com\/photos\/msvg\/15914229875\/\" class=\"external\" target=\"_blank\">Michael Gil\/Flickr<\/a><\/em><\/p>\n<p>Canada has one of the highest homeownership rates in the world thanks in part to\u00a0its low minimum down payment requirements,\u00a0but Evan Siddall, president and CEO of Canada Mortgage and Housing Corporation (CMHC), believes\u00a0those requirements\u00a0may be contributing to the lack of affordable housing in some parts of the country.<\/p>\n<p>&#8220;Politicians are tempted to help first-time homebuyers enter the market, but low down payments may be part of the problem adding to affordability pressures and macro-economic vulnerabilities,&#8221; he said\u00a0last week during a <a href=\"https:\/\/www.cmhc-schl.gc.ca\/en\/corp\/nero\/sp\/2016\/2016-11-18-0800.cfm\" class=\"external\" target=\"_blank\">speech at the Bank of England&#8217;s offices<\/a> in London.<\/p>\n<p>According to Siddall, in 1992 the Canadian government lowered the minimum down payment for first-time homebuyers from 10 per cent to 5 per cent; it then extended that benefit to all homebuyers in 1998.<\/p>\n<p>Unsurprisingly, those adjustments resulted in increased\u00a0demand from homebuyers who would not have been able to enter the market under the original requirements. Now, however, the changes are creating problems, particularly for the first-time homebuyers who should be benefiting from them.<\/p>\n<p>Explaining the issue, Siddall said that the &#8220;extra demand&#8221; that Canada&#8217;s low minimum down payment requirements have triggered is\u00a0&#8220;simply feeding higher house prices.&#8221;\u00a0As a result, the first-time homebuyers that they are supposed to help are taking on greater amounts of debt \u2014 so much that household indebtedness in the country is now at an all-time high.<\/p>\n<p>Siddall believes that\u00a0at this point, the &#8220;objective of supporting housing affordability demands that CMHC explore a potential future path to higher minimum down payments.&#8221; He also thinks a loan-to-income limit should be explored.<\/p>\n<p>While there&#8217;s no guarantee that either of those things will happen, Siddall did say that the Canadian government has already take some steps to reduce risk and improve affordability in the real estate market. For example, last year, it\u00a0increased\u00a0the minimum down payment from 5 per cent to 10 per cent <a href=\"https:\/\/www.livabl.com\/articles\/2015\/12\/liberals-change-down-payment-rules.html\">on the portion of home\u00a0prices above $500,000<\/a>.<\/p>\n<p>The federal government also recently <a href=\"https:\/\/www.livabl.com\/articles\/2016\/10\/canadian-government-closing-tax-loophole-foreign-homebuyers.html\">announced new mortgage rules<\/a>\u00a0aimed at limiting risks taken by both households and lenders, as well as at reducing speculation. Sidall expects those measures to also help &#8220;moderate demand\u00a0for housing in Canada\u2019s housing markets, limiting price increases and making houses more affordable.&#8221;<\/p>\n<div
