Full Ward 27 boundaries can be viewed <a href=\"http:\/\/www1.toronto.ca\/City%20Of%20Toronto\/City%20Planning\/Wards\/Files\/pdf\/W\/W27map.pdf\" class=\"external\" target=\"_blank\">here<\/a>.<\/p>\n<p>According to BuzzBuzzHome Market Snapshot data, there are 22,556 condo and apartment units under construction in the boundaries of Toronto\u2019s downtown core.<\/p>\n<p>Unsurprisingly, members of the city\u2019s residential land development community are critical of Wong-Tam\u2019s letter.<\/p>\n<p>Richard Witt, partner at <a href=\"https:\/\/www.livabl.com\/architect\/bdp-quadrangle\">Quadrangle Architects<\/a>, a firm that\u2019s designed several major downtown Toronto residential high-rises, believes that halting development in one of the primary provincial growth centres will be catastrophic.<\/p>\n<p>While Witt says Wong-Tam raises legitimate concerns in her argument for the moratorium, he lays the blame for many of the infrastructure issues cited by the councillor at the feet of City Council.<\/p>\n<p>\u201cThe city has, for years, used the development charges that should have been used to upgrade infrastructure to artificially lower property taxes by putting the development charges into general revenue,\u201d he says.<\/p>\n<p>\u201cHitting the pause button isn&#8217;t the answer. How will the city respond to the huge increase in property taxes that will result from stopping development charges and still nothing being done to improve the infrastructure?\u201d<\/p>\n<p>Naram Mansour, president of Toronto builder <a href=\"https:\/\/www.livabl.com\/builder\/carlyle-communities\">Carlyle Communities<\/a>, owns a site at 124 Peter Street in the downtown core where a 46-storey, 435 unit residential tower has been <a href=\"https:\/\/www.livabl.com\/articles\/2015\/10\/four-towers-toronto-entertainment-district.html\">proposed<\/a>. He agrees that infrastructure in the downtown core has not kept pace relative to growth, but fails to see how Wong-Tam\u2019s moratorium will relieve the pressure.<\/p>\n<p>\u201cOur city is growing in an amazing way and infrastructure takes years to execute,\u201d he says. \u201cYou can\u2019t stop growth of an entire city for a year and think it will allow you to catch up.\u201d<\/p>\n<p>According to Mansour, the main issue with the city\u2019s lagging infrastructure has to do with investment and execution.<\/p>\n<p>\u201cWe spend too much time debating what the best approach is versus actually determining where the revenue sources will come from and actually starting the work,\u201d he says. \u201cThere is no doubting the city will have to raise taxes in order to achieve solutions to infrastructure funding, however, an alternative approach we don\u2019t explore nearly enough is private-public partnerships for infrastructure development.\u201d<\/p>\n<p>While Mansour doesn\u2019t see the moratorium having a major impact on long term growth for the city if put in place, he does think it would\u00a0make Toronto a more difficult place to live from an economic perspective.<\/p>\n<p>\u201cI don\u2019t think a moratorium will stop people from moving to the city, so in return, we will see further upward pressure on rents and housing value,\u201d he says.<\/p>\n<p>Quadrangle\u2019s Witt says the City depends on the development industry, but doesn\u2019t appreciate the economic advantages that come from its continued strength.<\/p>\n<p>\u201cAffordability is a supply and demand equation.
