{"id":157801,"date":"2016-10-18T09:00:56","date_gmt":"2016-10-18T13:00:56","guid":{"rendered":"https:\/\/www.livabl.com\/articles\/?p=157801"},"modified":"2024-02-19T02:13:59","modified_gmt":"2024-02-19T07:13:59","slug":"torontos-garbage-collection-policy-infill-development","status":"publish","type":"post","link":"https:\/\/www.livabl.com\/articles\/archives\/torontos-garbage-collection-policy-infill-development","title":{"rendered":"Toronto\u2019s garbage-collection policy kicks infill development to the curb, says builder"},"content":{"rendered":"<h4 id='pressboard-ad-sponsorship-tag' style='margin-bottom: 35px;'><\/h4><p><a href=\"https:\/\/www.livabl.com\/articles\/wp-content\/uploads\/2016\/10\/toronto-garbage.jpg\" rel=\"lightbox[157801]\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-157802\" src=\"https:\/\/www.livabl.com\/articles\/wp-content\/uploads\/2016\/10\/toronto-garbage-1024x768.jpg\" alt=\"toronto-garbage\" width=\"1024\" height=\"768\" \/><\/a><\/p>\n<p><em>Photo: <a href=\"https:\/\/www.flickr.com\/photos\/torontocitylife\/3775956413\/in\/photolist-6KELhM-6C84Qn-hEZGU-6KuwbW-cTtve-4JmkLW-6Faoga-6CTQjk-6JKZPd-6KZqsm-fELWgQ-4K6Rjo-5dwyry-6KGygT-4K2K2a-c8bk2-8xk8vM-4K6Vvj-4K6WU3-4K2KEk-3iBw8U-4K2BfT-8BgkeX-4K6Y57-6yZUok-boPByQ-4K6VQQ-btA6JJ-58k3y8-aoCMtQ-62yA6-6ZcL1D-3vrzRR-hahBr-4K2GVk-9F4Va4-c7qywh-btA6KU-4K2xZR-aNo8aF-9NBnPS-8oX5Lk-6yvpP9-f3UQwa-7qTgGj-4K2EtF-6z518o-6Ebc9r-6Kuwc9-4K6Yyh\" class=\"external\" target=\"_blank\">Patrick B\/Flickr<\/a><\/em><\/p>\n<p>Architect and builder George Popper has a problem with what he calls Toronto\u2019s \u201cgarbage requirements.\u201d<\/p>\n<p>He\u2019s not using a pejorative term for development regulations he disagrees with.<\/p>\n<p>Popper, co-founder of Grid Developments, is quite literally talking about a municipal waste-collection policy, one he says has been stymying infill development in the city.<\/p>\n<p>\u201cIt\u2019s dramatically changed infill development,\u201d says Popper, referring to a form of development that takes advantage of vacant or underused parcels in dense urban areas.<\/p>\n<p>Boutique builder <a href=\"https:\/\/www.livabl.com\/builder\/curated-properties\">Curated Properties<\/a>\u2019 <a href=\"https:\/\/www.livabl.com\/toronto-on\/lanehouse-on-bartlett\">Lanehouse on Bartlett<\/a>, built off a narrow, cobblestone laneway, or <a href=\"https:\/\/www.livabl.com\/builder\/grid-developments\">Grid Developments<\/a>&#8216; very own <a href=\"https:\/\/www.livabl.com\/toronto-on\/sunday-school-lofts\">Sunday School Lofts<\/a>, which will incorporate a century-old church facade into a 32-unit condo project, are recent examples of infill projects.<\/p>\n<p>A\u00a0<a href=\"http:\/\/www1.toronto.ca\/city_of_toronto\/city_planning\/community_planning\/files\/pdf\/requirements_all.pdf\" class=\"external\" target=\"_blank\">2012 policy Popper is critical of<\/a>\u00a0dictates that larger new developments need to have an access route for garbage trucks to enter.<\/p>\n<p>The \u201cloading area must be designed in such a way as to allow a collection vehicle to enter the site, collect the waste and exit without the need to backup onto a public street,\u201d the City policy states.<\/p>\n<p>Whether or not a building has to meet this requirement is determined on a \u201ccase-by-case\u201d basis, a City spokesperson tells BuzzBuzzNews.<\/p>\n<p>\u201cWe can\u2019t really say there is a limit to the number of units because it depends on the specifics of each location,\u201d the spokesperson says, noting the use of shared bins could be a workaround to reduce the number curbside containers.<\/p>\n<p>If the access point is deemed necessary, either a turnaround area with room for a garbage truck to make a three-point turn or a route with two entry points that can be driven through are options for developers, the City suggests.<\/p>\n<p>The City says the policy that ensures trucks don\u2019t have to back up into traffic is in place for safety reasons. It\u2019s also a matter of limiting the number of bins around sidewalks, which could become an obstacle for passersby.<\/p>\n<p>But Popper tells <a href=\"https:\/\/www.facebook.com\/BuzzBuzzHome\/videos\/10153997105138785\/\" class=\"external\" target=\"_blank\">BuzzTV<\/a>\u00a0the garbage truck access requirement \u201climits tremendously what you can do\u201d as a developer.<\/p>\n<p>One of his past projects, completed in 2001, wouldn\u2019t have ever left the drawing board if the 2012 policy had been in effect, he says.<\/p>\n<p>The 11-unit development in question, which restored a since-designated heritage property at 397 Brunswick in Toronto\u2019s Annex tree-lined neighbourhood and saw the construction of a row of townhouses behind it, \u201ccould not be built today because of garbage requirements.\u201d<\/p>\n<p>Residents \u2014 Popper among them \u2014 have to tote their garbage to Brunswick on pickup day, he explains. \u201cToday, that would not be acceptable,\u201d he adds.<\/p>\n<p>Popper has heard that the City is considering changing its policy, a move he\u2019d welcome.<\/p>\n<p>\u201cFrom what I understand the City is actually reevaluating that [policy] because they recognize that there are opportunities that are being missed for modest intensification,\u201d he says. \u201cWe\u2019re hopeful that that will be revisited.\u201d<\/p>\n<p>But a statement from a City spokesperson suggests there are no plans to kick the policy to the curb.<\/p>\n<p>\u201cThese requirements have formally been in place for over four years and we\u2019re not aware of any proposed changes,\u201d the spokesperson says.<\/p>\n<p><em>To hear more on what Popper has to say about this policy, listen to the Urbanize This! podcast below from BuzzBuzzHome founder Matthew Slutsky and Spring Realty broker\/owner Ara Mamourian.\u00a0<\/em><\/p>\n<div id='pressboard-ad-sponsorship-msg'><\/div>\n","protected":false},"excerpt":{"rendered":"<p>The 2012 policy dictates that larger new developments need to have an access route for garbage trucks to enter.<\/p>\n","protected":false},"author":23,"featured_media":157802,"comment_status":"closed","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"content-type":"","apple_news_api_created_at":"","apple_news_api_id":"","apple_news_api_modified_at":"","apple_news_api_revision":"","apple_news_api_share_url":"","apple_news_coverimage":0,"apple_news_coverimage_caption":"","apple_news_is_hidden":false,"apple_news_is_paid":false,"apple_news_is_preview":false,"apple_news_is_sponsored":false,"apple_news_maturity_rating":"","apple_news_metadata":"\"\"","apple_news_pullquote":"","apple_news_pullquote_position":"","apple_news_slug":"","apple_news_sections":[],"apple_news_suppress_video_url":false,"apple_news_use_image_component":false,"footnotes":""},"categories":[11269],"tags":[],"coauthors":[8692],"apple_news_notices":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v22.4 -
