Development proposals for new single-family homes are far and few between in Los Angeles County, save for the odd tear-down in Bel Air or the Hollywood Hills. But a recent application to Los Angeles City Planning from the prolific developer KB Home is seeking to transform a vacant, 7.2-acre property into a community of 79 single-family dwellings in Northwest San Pedro.

The project site, located at 26900 S. Western Avenue, was formerly used for military housing. Dubbed The San Pedro Naval Housing Complex, the now-razed development featured 245 residential units and was completed in 1964. It was shuttered in 1997 in conjunction with the closure of the Long Beach Naval Shipyard and has sat vacant for over 20 years.

The proposed single-family development by KB Home is located within “Subarea 3” of the Ponte Vista at San Pedro Specific Plan, a massive 61.5-acre property that will grow to include 676 single-family homes and townhouses, in addition to green space and a recreation center. A number of builders are working together to develop the site in phases. 

This particular community would be “subdivided in an atypical way,” according to the findings report. To maximize space and create a pedestrian-friendly environment, the homes would border adjacent lots, some on all sides, without streets between them. 

“Each six to eight homes share a central walkway, with their garages sharing a shared driveway,” explains the rationale. Select homes would front private streets, while others would be situated along shared central walkways. Each residence’s primary entrance would be positioned on one side of the home, while the so-called “rear yard” would be located on the other.

Prospective buyers would be invited to choose from three different floorplan and elevation styles, including Mediterranean, Mediterranean Eclectic and Early California. Layouts would range from approximately 2,356 to 2,764 square feet with up to three stories. Each purchase would come with two covered garage parking spaces with additional street parking available for guests.

If approved, future residents of this new construction development would live in proximity to several public and private schools, golf courses, grocery stores, big-box retailers and nature preserves. Historic Downtown San Pedro is a quick, 10-minute drive away, home to museums, restaurants, breweries, art galleries and a renowned fish market.
