A gas station adjacent to the master-planned community pitched for the Cloverdale Mall could be razed to make way for a high-rise residential tower.

Last month, city planners received a zoning by-law amendment application to build a 27-storey, mixed-use building at 2 The East Mall Crescent with 450 residential units. The 2.3-acre site is located east of the Cloverdale Mall, which is the site of a massive master-planned community consisting of 4,050 dwelling units over nearly 30 acres.

The triangular development lot is bordered by The East Mall, The East Mall Crescent and Dundas Street West. About 6,458 square feet worth of retail space occupies the site, currently used by a Petro Canada gas station and a Beer Store, along with a surface parking lot. In addition to three street vehicle access points, a private bridge on the west side of the property connects the lot to the Cloverdale Mall.

“The Proposed Development would transform an underutilized property into a place that offers a diverse mix of housing, local retail spaces and an enhanced public realm and streetscapes,” explains the planning rationale, prepared by Urban Strategies Inc.

Encompassing a total gross floor area of 384,271 square feet, the project would consist of a 27-storey tower and a separate six-storey mid-rise building, connected by a base structure. The tallest point of the building transitions in height, stepping down from west to east and south to north. Approximately 2,152 square feet would be reserved for ground floor retail space, located at the “prominent corners of the Subject Site to be clearly visible and accessible from the sidewalk.”

To improve accessibility, a pedestrian network has been proposed for the site, one that consists of streetwalls, open areas and ground floor uses. The existing sidewalks along the frontages of the property are to be enhanced with tree planting, and additional pedestrian clearway will be added along Dundas Street West.

Of the 450 residences, there would be 261 one-bedroom suites, 144 two-bedroom suites and 45 three-bedroom suites. Underground, a two-storey parking garage would provide 450 below-grade vehicle spaces.

In the neighbourhood, applications have been submitted to build residential communities at 385 The West Mall and 300 The East Mall.
