City collecting double the original estimate

Toronto landlords say they are being punished for their tenants’ failure to recycle, and the city is profiting unfairly as a result.

The Greater Toronto Apartment Association says the city’s multi-unit waste levy, which has been charged for garbage collection since June 2008, is generating revenues that are more than double what the city originally estimated.
